A Modern Blueprint for Integrated Preparedness Leadership

From 2023 to 2025, Oregon State University Emergency Management and HazAdapt partnered to expand access to trusted safety information on campus. By integrating the HazAdapt Safety App into campus outreach efforts, OSU saw an average 138.5% increase in annual active shooter preparedness engagements compared to its historical in-person baseline.

These digital engagements marked real moments of behavior change: when someone chose to look up how to stay safe, take action, or prepare.

This case study, co-authored by OSU Emergency Manager Mike Bamberger and HazAdapt, documents a successful strategy that blends human-led outreach with practical technology. The results show how coordinated, community-centered efforts can drive measurable behavior change and long-term resilience.

Explore how this partnership worked—and what other institutions can learn from it.
